Introduction
One verse before the great identity statement of v. 9, Peter names the other half of Christ's effect: He is the chosen cornerstone for some, the stumbling stone for others. There is no neutral encounter with Him.
Historical Context
Peter quotes Isaiah 8:14 — the same Lord is sanctuary or snare, depending on response. The scattered believers needed to know that rejection by the world was prophesied, not surprising.

'Stumble' (proskoptousin) — strike against. People do not casually disagree with Christ; they trip over Him.
'Appointed' (etethēsan) — set, ordained. Not appointed to disobey, but appointed to stumble when they do disobey.
Theological Significance
The same Christ is foundation or fracture. The dividing line is the word — believed or disobeyed. There is no third response.
Practical Application
Stop expecting the world to be neutral toward Christ. The same gospel that builds you up offends others. Do not soften the stone to make it easier to swallow.
