The Plain Meaning
In the midst of chaos and turmoil (described earlier in the psalm), God calls His people to stop striving and recognize His sovereignty. Ultimate victory belongs to Him.
Word Study
'Raphah' means to slacken, let go, or cease striving. It's a military term commanding soldiers to drop their weapons and stop fighting. God is telling His people to stop trying to win the battle themselves and let Him be God.
