Memucan (Hebrew מְמוּכָן) is a Persian name of uncertain meaning; 'dignified' is the usual guess, but Hebrew lexicons mark it unexplained. It is one of a cluster of Persian court names in Esther that the Hebrew text records without translating.
He is one of 'the seven princes of Persia and Media, which saw the king's face, and which sat the first in the kingdom' (Esther 1:14) — the inner council. When Queen Vashti refuses to appear before the king's drunken feast, Ahasuerus asks these men what the law requires.
Memucan answers, and he escalates immediately: 'Vashti the queen hath not done wrong to the king only, but also to all the princes, and to all the people' (Esther 1:16). He argues that every wife in the empire will hear of it, and recommends an irrevocable decree deposing Vashti so 'that every man should bear rule in his own house' (Esther 1:22). The empire legislates over one refused invitation.
It is never used as a modern given name, and the character is not a model. He matters because Esther's whole plot depends on him: the vacancy he engineers is the one a Jewish orphan is brought in to fill.
